Question on email marketing netiquette - don't want to be labeled a spammer?

My target market are certain businesses who already have their email addresses listed on the internet. If I send a promotional email to them is this considered spam?

Basically if you send any Email to anyone whom is not expecting to receive an Email from you (especially if they don't know you) then yes, it is spam.

Yes. it can. Therefore, I recommend that you call somebody in the business and have a personal chat.

That way, even if you reach a small number of people, you can
1. establish a relationship - which is way, way better than sending an un-solicited email
2. start building a network - this can help you in the medium-to-long term.

I would strongly recommend you not to send unsolicited emails. they annoy people and get deleted anyway.
