Which UK based online email marketing service is best to use?

I want to move from my current email provider (Constant Contact) as l feel that they are not fulfilling my business needs.
I need to know what email marketing site would be most suited for my company to:

- Send out up to 25,000 emails a month
- Allow for me to segment and target my email database by individual user interest
- Advanced bounce handling facility
- Advanced anti-spam reporting
- Whitelisted with major ISPs
- Ability to add dynamic content
- Safe to use in the UK without any restrictions/issues
- API (would be useful but not required)
I am looking for a UK-Based company.
